The Glass Ceiling concept originated in 1991 when the Glass Ceiling Commission was formed as part of the American Civil Rights Act of 1991.  The Glass Ceiling describes the artificial, subtle and invisible barriers that operate to prevent women and minorities from being promoted to executive posts.
